Dr Warren Williams is the Tumu Whakarae/Chief Executive of the Katoa Connect Trust, an organisation at the forefront of national digital inclusion initiatives and research.

With over 25 years of experience in information technology, business, and tertiary education, Dr Williams is as an expert in digital strategy and governance. He holds a PhD in Strategic Management, an MBA, PGDipMgtSt, BCMS, and is a Chartered Member of the Institute of Directors NZ.

Dr Williams’ areas of expertise include governance, strategic leadership, Māori engagement in technology, research infrastructure, regional development, local government, community and not-for-profit sectors, youth education, Crown Research Institutes, libraries and information services, and digital equity. He currently serves as Chair of NetSafe NZ and Tōnui Collab, and is a board member of REANNZ, Trust Tairāwhiti, and the Māori Advisory Group for the Digital Identity Services Trust Framework.

He is strongly committed to fostering strategic Māori leadership and succession planning, with a particular focus on supporting rangatahi Māori and wāhine Māori in leadership roles. Dr Williams’ contributions are distinguished by his dedication to Indigenous innovation and the incorporation of Māori values in digital transformation and governance practices.
